The story picks up immediately after the events of the first film. Art the Clown is brought back to life at the morgue by a mysterious, demonic "Little Pale Girl" who shares his penchant for silent, gruesome antics. A year later, teenager Sienna Shaw is finishing a winged warrior costume designed by her late father, who suffered from visions of Art before his death.
As Halloween approaches, Sienna’s younger brother, Jonathan, becomes obsessed with Art the Clown, believing the urban legends are real. His fears are justified when Art begins a new killing spree across town, appearing at a costume shop and a laundromat before turning his sights on the siblings.
The climax takes place at "The Terrifier," a derelict haunted house attraction at a local carnival. Sienna is lured there to save her brother and finds herself in a supernatural battle for survival.
